Voces Unidas Action Fund releases Second Annual Legislative Scorecard

Voces Unidas Action Fund released its Second Annual Legislative Scorecard today, tracking the votes of five local state lawmakers representing Garfield, Eagle, Pitkin, Lake and Summit counties against our legislative priorities during the 2022 legislative session.


In 2022, Voces Unidas Action Fund identified and supported 6 bills for our Legislative Scorecard, all of which passed and were signed into law by Gov. Jared Polis.


3 out of the 5 local lawmakers – Representatives Julie McCluskie and Dylan Roberts and Senator Kerry Donovan – received a 100% rating, meaning they voted in support of 100% of Voces Unidas Action Fund’s 2022 legislative priorities. These lawmakers receive the 2022 Local “Legislative Champion” designation.

Below is a description of each of the 6 bills considered for the scorecard (a complete list of bills supported and opposed can be found at vocesunidasaction.org/post/2022-legislative-session-wins):

  • Reproductive Health Equity Act (HB22-1279) modernizes Colorado statute to protect reproductive rights as fundamental rights -- meaning people in Colorado can continue to make their own reproductive health choices.

  • Mobile Home Park Resident Protections (HB22-1287) updates and strengthens mobile home resident protections by giving more rights and agency to residents in mobile home parks. This addresses some of the concerns that we have heard from our leaders.

  • Health Benefits For Colorado Children And Pregnant Persons (HB22-1289) provides health coverage for undocumented pregnant people in Colorado and provides comprehensive public health insurance for all children in Colorado — regardless of immigration status — up to the CHP income-eligibility limit.

  • In-state Tuition For Colorado High School Graduates or The Val Vigil Act (HB22-1155) increases the number of undocumented students eligible for in-state tuition through the Advancing Students for a Stronger Economy Tomorrow (ASSET) program.

  • Small Community-based Nonprofit Grant Program (HB22-1356) creates an infrastructure grant fund for smaller nonprofits that are providing culturally appropriate and relevant services and resources to families and communities who have historically been underrepresented, underfunded, under-resourced, and continue to struggle with pandemic recovery.

  • Loan Program Resident-owned Communities (SB22-160) establishes a revolving loan and grant program to provide assistance and financing to mobile home residents seeking to organize and purchase their mobile home parks.
